Why is he afraid to commit?

Dear Lissa, 
I have been in a 9 year on and off relationship with someone I truly love and care about. Why is he afraid to commit?
The time when we were not together I did not see other people, but he did. He told me the other day that he loves me and is ready for marriage and a family. So I say, "ok prove it. Lets go look at engagement rings." And he says that we need to get to know each other first, then that will come.
HELLO?! We know each other. Should I let him go now? Do you think he will ever commit?

Dear Confused,
9 years?! I think you know each other well enough by now. No, I don't think this guy will ever commit, to you or maybe to anyone. You're like his "safety" - a relationship he can go to until he thinks something, or someone, "better" comes along. If you want to get married, look for someone else. You've wasted enough time on this relationship, it's going nowhere
